Rostechnadzor may delegate regulation of hydraulic facilities to local municipalities

The Federal Service will focus on control over I and II class facilities.

Rostechnadzor may delegate regulation of hydraulic facilities to local municipalities. This news was presented by Vladimir Pimenov, Head of Division of Hydropower Plants and Hydraulic Structures Supervision, at the International Forum on Industrial Safety in St. Petersburg.

According to the official, the Federal Service will concentrate on control over I and II class facilities. «The source of our major concern is a great number of ownerless hydraulic facilities. Rostechnadzor has put much effort in establishing legal status of such assets, but a large amount of work is yet to be done», Pimenov added.

There are about 26 thousand hydraulic facilities registered in Russia. About 700 facilities belong to industry and 400 facilities operate in the energy sector. Pimenov says that Rostechnadzor’s main objectives in this area today are to extend the standard operation life of hydraulic facilities and to assign ownerless assets to municipalities.
